PURPOSE OF THE ROLE:
The Project Management Specialist will be responsible for real-time monitoring of projects against established
performance baselines, developing project monitoring tools and templates, and conducting monitoring and evaluation (M&E)
to ensure effective delivery of infrastructure projects. The role ensures compliance with governance frameworks, provides
evidence-based reporting, and supports continuous improvement in project execution.

KEY RESPONSIBILITIES:
– Monitor project implementation against approved baselines (scope, cost, schedule, quality). Identify variances and recommend corrective actions.
– Design, implement, and maintain standardized project monitoring tools, dashboards, and templates. Automate reporting processes where possible.
– Conduct evaluations of project performance, outcomes, and impact. Provide evidence-based recommendations for improvement.
– Engage with project managers, contractors, and stakeholders to validate performance data and resolve issues. Provide technical support in monitoring processes.
– Ensure adherence to project management, regulatory, and governance frameworks. Prepare audit-ready reports and maintain accurate records.

INDICATORS OF EFFECTIVENESS:
– Timeliness and accuracy of monitoring reports. Reduction in project deviations and delays
– Usability and adoption of monitoring tools. Efficiency gains in reporting and oversight
– Quality of M&E reports. Extent to which recommendations are implemented.
– Level of stakeholder satisfaction. Improved collaboration and responsiveness.
– Compliance with governance and audit requirements. Timeliness and accuracy of reporting.

ESSENTIAL REQUIREMENTS
Educational, Knowledge and Experience:
– Bachelor’s degree in the Built Environment (Master’s degree advantageous).
– Proven expertise in project monitoring, evaluation, and reporting.
– Professional registration with SACPCMP (compulsory).
– Minimum of 5+ years’ experience in project management and contract administration in the construction industry.
